Seeing debt as a form of tyranny, Shays led an insurrection in Worcester, Massachusetts. The state militia was called out from eastern Massachusetts to defeat him. A series of pitched battle were fought. Shays fled to Vermont; he was later granted amnesty by Governor John Hancock. Shays lost the battle but won the war. He surrendered, and the state legislature reformed laws to make debt less onerous.
